Highlights of the PSD School Board meeting: November 19, 2018

At their regularly scheduled meeting on Monday, November 19, the Puyallup School District Board of Directors honored Teachers of the Year – one from each region of the district. Building administrators from each school shared about each of the honorees. Those honored included:

  • Andrew Viniarski, ERHS and GVJH
  • Heidi Eshpeter, Woodland Elementary
  • Darcy Holland, Spinning Elementary

In addition, the Kalles Junior High cast of The Sound of Music performed in costume to promote their upcoming production. Students sang “Maria” and “So Long, Farewell.” There will be eight performances of this musical between November 29 and December 8.

Rogers High School Principal Jason Smith presented directors with information about a growing program at the school: on spot, on site admissions to state universities. AVID teacher Colleen Pancake spearheaded this project last year. Representatives from Eastern Washington University recently admitted 40 RHS seniors; Central Washington University admitted 50 RHS seniors, and for Washington State University, 38 seniors were admitted. Evergreen State and Pacific Lutheran University will be on campus in the near future.

Chief Communications and Arts Officer Brian Fox then showed directors photos taken from the recent Culture & Arts Festival. On November 17 the district hosted a Ukrainian Festival at the Karshner Center featuring student performances and many professional dancers and musicians.

Part of the mission of the Karshner Museum and Center for Culture & Arts is to create exhibitions and learning experiences which will help visitors make connections between themselves and the world in which we live.

Fox reminded directors of the next Culture & Arts Festival which will take place on Saturday, February 9, 2019. The district will host An African American Odyssey at the Karshner Center from noon to 5 pm. Visit the Karshner Center website for more information.

Fox then drew attention to some exciting news from Rebecca Farwell, the Senior Vice President & Chief Operating Officer at Cascade Public Media, which operates KCTS 9.

Each year, KCTS 9 spotlights outstanding achievements in education through the Golden Apple Moments, a program inaugurated by the station in 1992 to honor exceptional teaching and education innovation in Washington State. The Kashner Museum and Center for Culture & Arts is among the seven honorees they will recognize as part of the 2019 Golden Apple Moments program.

With this honor, the reach of a major PBS station and its online presence will highlight the work of Puyallup School District to a combined 2.3 million viewers a week. KCTS 9 will produce and present a short video detailing the efforts of the Kashner Museum and Center for Culture & Arts which will air on Channel 9 as short-form content that runs between longer programs, beginning in early 2019.

Public Comment – Three individuals addressed the board during the public comment portion of the agenda. The board welcomes the public to its regular meetings. If you wish to address the school board, please fill out a blue comment card upon arrival and give it to the board president or any administrator. Your name will be called by the board president. Public comments are limited to three minutes each. See the Puyallup School Board brochure for guidelines.

Action Item: Bond Oversight Committee Project Recommendation – Directors approved a recommendation from the Bond Oversight Committee as presented by Chief Operations Officer Mario Casello.

The committee proposed a cost increase of $1.1 million for off-site traffic improvements at Pope Elementary. The district has worked with a Pierce County traffic engineer and determined that relocating the entrance to the school and adding turn lanes on 152nd Street East would significantly improve the traffic flow.

Action Item: Levy Recertification – Directors approved Resolution No. 71 2018-19 recertifying the 2019 Educational Programs Replacement Levy as presented by Chief Financial Officer Corine Pennington.

Reports

  • Business Services: Chief Financial Officer Corine Pennington presented an update on the interfund loan from Capital Projects to the Debt Service Fund.

  • Business Services: Chief Operations Officer Mario Casello provided an update on current construction projects and presented recommendation for future facilities planning from the PSD Bond Advisory Committee. This was followed by a presentation from Chief Financial Officer Corine Pennington regarding debt capacity and a scenario projecting estimated tax rates for a potential new bond package.

  • Business Services: Directors of Business Services Laura Marcoe presented the August 31 and September 30, 2018 Financial Statements for the General Fund, Capital Projects Fund, Debt Service Fund, Associated Student Body Fund, Transportation Vehicle Fund, and the Private Purpose Trust Fund.
